Shikamaru has limited panel time compared to sanji. These questions contain a number of aspects that are subjective. An opinion that is properly formed requires the person to sit here and contemplate.

Sanji is the answer tho.

I get where you're coming from but for me Shikamaru has the better character arc from og naruto to shippuden, overcoming his shortcomings and being one of the rare characters that weren't too sidelined by Kishimoto in part 2

Sanji has an amazing backstory and personality, but as far as growth goes he's behind Shikamaru imo, and by far.

I still like Sanji more, but Shikamaru is better written imo

Shikamaru being capable to do things yet lazy to do so and Usopp having capabilities to do things yet too afraid to do so. Yet both complete their tasks when matters the most.

With Usopp there's always a big hullabaloo of will he/won't he be brave, people get hurt and then he decides to be brave. And then he goes back to being scared right afterwards

Shikamaru is only careless and doesn't care when he's the only one affected by his laziness. When the situation is serious he acts accordingly. The only time he actively wanted to pussy out was when Orochimaru attacked during the Chunin exam finals. Afterwards Shikamaru grows and never acts that way again.

Shikamaru is one of the best written characters in Naruto, at least until near the end of Shippuden. I like and enjoy Sanji more.
