I guess if he had CoO that would not prove "advanced" enough to spot such a sneaky shadow growing on the grass. So that makes sense.

On Topic I think Shikamaru wins it. Usopp is not stupid but Shikamaru is hax and smarter.

I know, but I think the smartest characters in One piece won't be destroyed by Shikamaru brain wise. A guy like Ben who was hyped to be the smartest guy in East blue can maybe do something. Shikamaru was good but don't have that much godly feats brain wise.

And I also think Vegapunk with techs etc can fight and can stand up. The guy is so smart, I can see him adapting to Shikamaru fighting style if he has knowledge. (my headcanon)

Well, They excel at two different areas of intelligence so we can't really say much about how they compare in a battle sense.
