Anime & Manga Shin is by far the worse supreme kai

Shin is not a bad Supreme Kai; he’s an unlucky and inexperienced one. He was thrust into the role before finishing his training and didn’t have the four Kais beneath him that he was supposed to have. He’s in a position where he doesn’t even know the questions to ask to do his job, and there’s nobody to guide him. It’s like a cashier having to run a restaurant by themselves after a bad robbery leaves everyone else who could help him dead.
