Controversial Shouldn't all VA's and above know Rokushiki?

We know that Coby and Helmeppo learned Soru when they and Garp met Strawhats after Enies Lobby fight. So they were learning Rokushiki. We also know that all VA's in Marineford had haki.

If haki is a requirement for being a VA shouldn't Rokushiki be as well? Maybe even for low tiers of marines since it is not so complicate as haki to learn?

Imagine all VA's and above using Rokushiki techniques. Smoker would have defeated Law? Vergo too? Sanji wouldn't have had a chance against Vergo? Imagine Garp at Marineford jumping air like Lucci was doing at Ennies Lobby when Marco went to save Ace.

Imagine Akainu using Rokushiki against WB. Greenbull using it against Scabbards and Yamato. Fujitora using it against Zoro, Sabo and Luffy.

Would be better fights or boring since everybody has the same techniques and movements?

Barely remember that. But what is the worst is that I'm sure no Admiral used. Or even Garp.

Momonga and Dalmatian uses Soru/Finger Pistol against Luffy pre-timeskip. And also Vergo. Every Vice Admirals/Admirals should have Rokushiki. You don't see any Admirals or Vice Admirals using Rokushiki often is probably because they have different fighting styles.

Roushiki is the basic fighting style of mid tiers in the wg ( if that’s what the vice admirals are )
But imo all the admirals and Garp has their separate fighting style , tho they can still use some roushiki techniques while fighting

Maybe Oda is not being creative enough to mix Rokushiki with Admirals DFs? I understand Greenbull and Fujitora not having it but Kizaru, Aokiji and Akainu using it would be nice.

Specially Akainu since I never saw him "flying" around the battlefield like Aokiji and Fujitora.
