Re thread title no. The Marines are a subsidiary of the World Government so you also need to consider Garp, Sengoku, Aramaki, Sakazuki and Borsalino above Magellan.

Then, you have also forgotten Kong and CP0. Magellan is very hard to powerscale really, but i'd wager he's around the same level as someone like Kaku which would put Lucci above him too

Then there's the Seraphim. He's probably above them currently, but they're meant to grow in strength very quickly so maybe not for long.

There's also the Holy Knights - obviously we don't know how strong they are but they're going to be an EOS villain group which implies at least some, if not all of them, are going to be a big threat too.

Chapters are not a unit of time, all in all it didn't take that long but some minutes. You must add that lava is not something that can instantly make its way through the ground as if it were tofu.
Since you are talking about things being "non-canon" we can say that Mihawk having no reason to improve isn't canon. That's just your opinion and the manga clearly showcases that he still found other people to be challenging opponents, like Whitebeard for example.
