Giving Smoker a Logia type devil fruit so early in the series without a way to counter or deal with it made him way to overpowered in the first half of the series. as well as a weapon that was specifically strong against other Devil Fruit users.
he seemed too reliant on his fruit and was only able to beat Luffy in part one because of it while Luffy was growing stronger through the arcs.
Smoker should of had the Paramecia version of the Smoke Smoke fruit. being able to produce and manipulate smoke rather than just becoming it. That would have evened the odds as well as given him room to grow. His weapon could have been a giant Pipe that you could use as a club as well as produce smoke with it, that he could manipulate.
