With the marine hunting active, a clash between the two factions is inevitable. Smokey will finally get his long awaited hype by beating Crocodile, something he was restricted from doing back in Alabasta. This requires some significant PU ass pull but with how things unfolded recently it's definitely doable.

I don't think Koby will have some relevant interaction with Crocodile, but he indeed have a shot at one Shici.

Maybe he will be irrelevant, maybe it will be crucial; it all depends on Oda and his plans for him.

Smoker is one of 2 relevant marines that are involved with Luffy directly, and will be one of the leading marines in the next generation. So for significance I think he will play a vital part on the marine side EoS.
As for Crocodile, I think it will fall down to whether Oda will let Crocodile join the good side against the WG, which I do see happening since that was his primary goal in Alabasta, but him ruling the world will be overruled by stronger factions ofcourse (SHs/Revos).

I hope this is not the case, I wish for Crocodile to remain evil to his core.

Nah crocodile is a part of a union with Mihawk and Buggy. I don’t see one going down without the others.
