Can Law remove the whole world if he puts it inside a room? What about the whole universe?

Kizaru doesnt depend upon external light to use his fruit or smth, wth.

If he can remove sound, he has the potential to remove oxygen, but ofc that would be too broken so Oda wont make it, I hope so.

That's only the case for dome of his abilities (like cutting someone in his basic room may not work, or switching them around within his basic room), those didn't work on Kaido and BM.
