There's more synergy that you think here.

-Buggy is great at designing weapons, which fits in well with Krieg and Wapol.
-Kuro, Alvida, Persona, and Buggy himself all have skills/Fruits that allow them to avoid taking serious damage, which is useful.
-Perona, Foxy, Mr. 3, and Krieg have a lot of interesting utility. Persona depresses enemies, then Mr. 3/Foxy use their Fruits to fully incapacitate them.
-Morgan, Gin, Krieg, and Kuro provide the muscles
-Mohji can control animals
-Cabaji... can... he... he can ride a unicycle...
-Wapol is a Fortnite cheatcode

I mean, this clearly isn't a GREAT pirate crew, but... it's one HELL of a meme crew.

Reasons people were left out:
Arlong: I think he's imprisoned, probably by Celestial Dragons
Crocodile: Would never serve Buggy
Enel: Would never serve Buggy
Moria: Caught up with Blackbeard (she joined Buggy because she found out Moria was kidnapped, and wants to rescue him)

They are too weak to make him yonko.They might have joined him,but they are not the reason he is yonko.
