I think this is the end for buggy. He's still part of the older generation, along with Shanks. Imo both of them get replaced by Kid and Law after Luffy beats Teach.

Shanks= red hair
Buggy= blue hair

Kid=red hair

In all seriousness though, his luck should run out at some point, so I'd expect people to mark him as Luffy's rival only for Buggy to have a gag encounter with Luffy and probably joining Luffy or something like that (but his crew still would worship him)
