Because the only other person with a black blade in the verse is near the top of top tiers. If even most modern day top tier swordsmen can't achieve it, then it has to be something reserved only for exceptional swordsmen even among the other monsters. He's also single handedly responsible for Wano's reputation as a country full of extremely powerful swordsmen. Not to mention he was pretty much the sole reason no one was able to invade Wano during his time.

Put wano on map,even after his death people are scared of wano bcs of him

He has awesome aura, he kept the world government away from Wano, and personally about the black blade, I don't care about the black blade for a top tier, I don't think it means Mihawk is pirate king level, but it has to mean something, so when you look at what Ryuma did and him having a black blade he is probably at least yonko level

To add to some of this, having your name be remembered for hundreds of year is a feat in and of itself in One Piece. When you look at the short list of characters that applies to, it's easy to see why it's a big deal.

Is Dragon going to have that privilege? Is Herald? Even Rocks himself is getting mogged in the history books by Roger's legacy and is in danger of being forgotten.
They wanted to erase Rocks. He wasn’t forgotten.

Classic frog in a well scenario.

Seriously though he was a legendary fighter. Even slayed a dragon and saved the village. Plus he is the only confirmed person to have made a black blade so far as we know.

But overall he is not that important. In a way he is just a spectacular henchman since the key clan of Wano are the Kozuki. They are the guardians of poneglyphs and also seem to have supernatural powers like both Roger and Luffy with Voice of all things.
