First with Zoro vs Mihawk in the epilogue, and then with Zoro visiting Luffy's grave in the last chapter of One Piece as Shanks and Makino's kid set sail to the seas.

Zoros VA also voices two badass eyepatch wearing one-eyed swordsmen in certain other series, Xiahou Dun in Dynasty Warriors and Date Masamune in Sengoku Basara.

I think it could be Usopp or Luffy but I hope it's a new character. Maybe Xebec, Green Bull or BBs unknown 10th captain?
Shanks and Blackbeard utilise guns a lot in their crews, especially Shanks and both have especially prominent snipers, so maybr someone will lose an eye to someone from either crew? But survive ofc and wear am eyepatch? Maybe present day Scopper has one but unlikely imo.

Xiahou Dun also apparently pulled out his eye after an arrow got stuck in it and ATE IT!

I believe that this Eye-Patch Character is to the whole Story what Kuma was for Thriller Bark Arc
In other words, someone who appears after Final Villain is dealt with & is as strong as him or possibly stronger
I believe he is a Legend from old old times who is waiting for that final change of power to finally show up & claim what he wants
Similar to Thriller Bark Arc, Luffy will be unable to move post-fight, so it's Zoro who will stand in his way
I also believe this Character is a Giant from Sun God Nika Era
