Any non-devil fruit user can get affected from SMILE. The ice bullets is different. And Chopper can try to make an antidote if he can.

In that case I'm rather confident the likes of Magellan or Reiju might be unaffected. But there's no concrete proof either since their is a different kind of "poison" they deal with.
