It's probably a matter of aestethics rather than a substantial functionality loss.

Judge has already a helmet that covers the ears so wearing the headphones would be weird and pointless. The only important feature his RS lacks is the flotation devices for some reason. As for Ichiji, it's probably for the same reason he has a white cloak instead of a black one, it's to make him stand out from his brothers.
