I think it works on animals and Smile users (who doesn't have decent will at all).
As tama is a kid , if her haki gets strong in future she might be able to control low/weak haki people.

It is going to be borderline impossible for her to assume direct control over an army of rampaging giant apes, and even one of these apes can arguably solo the entirety of the One Piece verse.

Tama ate the Kibi Kibi no Mi, a Paramecia-type Devil Fruit that allows her to create "dango" from her cheeks. They taste good, but they don't satisfy hunger. Any animal that eats one of these dangos will become utterly tame and subservient to Tama, obeying all of her orders and defending her from harm.[1]

In order for Tama's "mind control" abilities to take effect on the desired animal, they have to eat the "dango" that are produced from her cheeks, and yet, I highly doubt that the Saiyans in their Oozaru states would maintain enough sanity to recognize an "edible" smaller than the size of a little girl's hand.
