They’re going to make a deal. Teach might care about One Piece, but that’s not his main goal. Teach’s main goal is king of the world. Buggy on the other hand just wants one piece.
The deal they make will be this: Buggy gets to keep one piece and become pirate king, while Teach gets to have Captain John’s treasure and Buggy helps him become king of the world.
This set Teach up to succeed his father in their shared dream to conquer the world. From a plot perspective, Mihawk on his side would allow for Zoro vs Mihawk to happen while Luffy vs Teach happens.
