Stronger then hiei in base without his demon form,black flame or jougan.
So an ubber nerfed hiei but yea
The sprit warriors had reiki which impressed even kurama if im to remember correctly and the leader of the team. Topaz managed to get his axe into a 40 percent toguro's flesh didt effect him but it's still a noteworthy feat as yusuke in the prior arc couldt even dent younger Toguro
Dont exactly think linear scaling applies to yyh as characters like toya are still said as weaker then seiryu. Who's a henchman of suzaku
If it was linear then toya would be stronger yet hiei expictly says seiryu is the strongest ice user
We also have characters like rando and suzaku who even toguro was impressed yusuke defeated

Well, the thing is, Hiei would have lost to Zeru without his Ensatsu, whereas I don't see Hiei losing to the Spirit Warriors at all. Thus, I think Zeru would also have won against SWs.
Alright, that's because they are basically featless since Toguro loldiffed them, but having impressive Reiki doesn't really mean jack since they could not utilize it to even impress.

It's shown. The sumo guy cracked the entire stadium floor in half and it's said even toguro wouldt even survive that guy's attacks
So logically the toguro who fought yusuke was weaker then guys and im doubting hiei could of beat that toguro saying as he struggled with weaker fodder later on like dr ishigaki's robot

Firstly, Toguro only used 30% of his power, not 45%.
Secondly, post-final training Yusuke literally destroyed one third of the stadium as an after effect of hitting Toguro with Spirit Gun and that did not even scratch Toguro, so that Sumo Guy was not even going to tickle Toguro in the first place. Thr leqder lodging an axe to Toguro's skin is not a feat since Kuwabara stabbed Toguro with Yusuke's help in the previous arc (and that also did nothing). We know Toguro would loldiff both Yusuke and Toguro in that arc were it not for the match fixing, so the SW leader is not noteworthy at all.
Thirdly, none of the SWs showed any speed feats, which means Hiei had the speed advantage against them if he needed to win against SWs. The same Hiei would still get his ass kicked by Zeru, btw.
