RULES:
1. Fighting in a dense forest ie Forest of Death.
2. Unfriendly terms. Bloodlusted.
3. For both rounds, Chakra and Cursed Energy can be considered either equivalent or nonequivalent.
4. For both rounds, Cursed Techniques and Jutsu can also be considered either be equivalent or nonequivalent.
Round 1:
Minato: Flashback against Obito and Nine Tails (No KCM, No Sage Mode)
Todo: Shibuya Arc against Mahito (No Vibroslap)
Round 2:
Minato: KCM with Sage Mode (No Edo Tensei)
Todo: Vibroslap with Binding Vows
I believe Todo takes Minato in Round 1 mid diff with Chakra=CE and high diff with Chakra≠ CE. IMHO his ability to swap is slightly better than Minato's teleport due to not having a limit of premade targets although he does have to clap everytime so there is a small timing edge Minato might have. Minato has higher range with his teleport but I'd say its irrelevant in this fight between these 2 hand-to-hand fighters. Todo is just a little bit faster considering his swap feats with a Binding Vow.
In Round 2 Minato blasts Todo out of the water no matter how many teleports Todo can do in a second. His durability is way up and his reaction speed with Sage Mode might even allow him to react to Todo as soon as he swaps.
In terms of raw power I'd say the Rasengan outperforms the Black Flash even ignoring all the crazy shit Naruto does (especially since we're talking about Minato). The Black Flash has garnered a weak reputation over the last couple chapters. So even if Todo were to land a Black Flash against Minato, its possible it could KO Minato in Round 1 but definitely not Round 2.
I like both characters a lot but Minato has a slight edge, maybe 60-40 win %.
