The Gorosei and the Holy Knights may end up all being awakened ability users, it doesn't make sense for a group to have so many of them but it could be explained by the weird abyss gates, those with the mark and a devil fruit power have access to awakening
Gunko (she made arrows appear from ground through black flames by just passing), Sommers (imbuing children with invisible thorn mines), Killingham and Shamrock's sword just by association.
The downside of this theory, Saturn never showed an awakened form, this theory could be a hit oe miss I am not completely sold on this idea, but the "Abyss" could explain why so many in a group would have awakened their powers, maybe it's a dimension created by Im if he has some sort of Devil zoan, or used ancient kingdom technology to create this power system for his personal knights.

This would make sense, I suspected Imu should be able to force awaken Devil Fruits if Vegapunk couldn't. Imu would be the most appropriate to ofc.
If Imu is literally the devil in some way and thus the sea devil even, he could "awaken the devils" in the devil fruits one way or another and it would have explained how Lucci and Kaku awakened their fruits so fast. But then again Law and Kidd awakened their fruits offscreen in record time too and we still don't know how they did it lol.
At least Luffy awakening his fruit seemed to be connected to the shared beliefs from people including myself that near death experiences are necessary or just help to provoke awakenings but Kaido's comments about DF awakenings did give more an explanation than Vegapunk gave us too:

I'm really confused about Saturn and the Gorosei as they have the sashes of awakened zoans and they had the absurd, near instaneous regeneration that awakened zoans have but more extreme/faster than regular zoans had like the impel down

Saturn has the crazy eyes here though, like he's gone fully primal and insane, acting on pure killing and survival instincts, predatory even and thus behaving more like the Minotaurus guard especially and therefore he seems awakened to me . I expected Lucci to become like this in the crux of his fight with Zoro, as a last bid desperation for survival, revenge and to actually succeed and conquer but Jinbei probably realised this was gonna happen and had to stop him too, hence why he attacked Lucci too.
Also funny how Jinbei took down Who's Who and then went on to finish off Lucci, the former "rival" of Who's Who too.

does sound like awakening to be fair. Makes me think of how Green Bull was restoring/revitalisating or w/e to Wano. "Afforestation" as you could say apparently too. Also with Sommers making thorns on the childen as you mentioned.
I would like the personal servants of Imu and thus these absolutely endgame threats/opponents to be awakened and it wouldn't make sense if they weren't. The fact we still haven't seen a confirmed logia awakening is making me "gaze into the abyss" from despair too.

What you mentioned here makes me think of how Ichigo got some of his powerups in Bleach too lmao. His bankai then the final mugetsu whatever in the dangai I think it was?
Using ancient kingdom tech to accomplish this too would be dope though.
