I've been suspicious of the Admiral death for awhile. Especially the succumbed to wounds part.
The holy land should have medical technology more than capable of saving an Admiral, in this case.
So what if he refused treatment? I've speculated that this Admiral was the inspiration for Garp. Kizaru clearly disagrees with the celestial dragons. The Admiral being a mirror of Fisher Tiger, and having to choose between taking the blood of a celestial dragon or dying is very powerful. This allows Rocks' feat to remain impressive, while also making the Admiral sympathetic. They died defending people they hate while refusing their blood. An Admiral refusing the blood of the holy land would be very powerful.
An even darker imagination with this would be if the Celestial Dragons possess blood that could have saved the Admiral, but refused to share it with him because it would be tainting their blood by sharing it with someone who is not a world noble.
This would also be fitting, as the only people we've seen, who are actually capable of stopping the Admirals from doing their jobs, are the celestial dragons themselves and Shanks.
I do believe Rocks was stronger than prime Kaido and is PK level in terms of strength. But the circumstances regarding the Admiral's death makes me believe that something more is going on here.
