I think this needs to be clarified.
The incident at Reverie happened 56 years ago when Garp and Sengoku were still in their 20s.
Kong was still only an Admiral 40 something years ago.
So it's entirely possible that the Admiral was from a generation even before Kong.
Different eras = different powerhouses. Not saying he wasn't Admiral level but there is no way Harald or Xebec would just neg diff a current day Admiral, the circumstances are still very sketchy. Waiting for an SBS for Oda to reveal the whole story.
