I have a theory of what All Blue is, but first we need to understand what a fish is, and for that we will use Oda himself as an explanation.

We know that the 20 kingdoms managed to win the war against the Ancient Kingdom... What if they used the Sapphire Scales disease as a biological weapon against the population living in the Ancient Kingdom?
The Ancient Kingdom was possibly home to beings of all races, a place where Joyboy wanted to unite everyone to live under the same sun. Could “fish of all races” actually be “beings of all races”?
There is a theory that there was a sun created by Joyboy, a kind of infinite energy reactor that made all the Ancient Kingdom's technologies work.
By spreading the disease, this Sun ended up absurdly potentiating the disease of the sapphire scales, causing the death and widespread petrification of all those beings.
