Devil fruits represent inherited will. Luffy inherited the will of joy boy, symbolized by the Nika fruit. Sabo inherited the will of Ace, symbolized by the mera mera no mi.
But I don’t think Imu or the gorosei inherited any wills. They are immortals and as such, it would make more sense that rather than inheriting the will of a dead person, they simply realized their own wills.
We know non DF users can obtain DF like powers. Zoro has his asura and Sanji has DJ. What if the CDs simply have such powerful dreams that they can use them to warp reality and give themselves DF-like powers?
It explains why they don’t care about DFs, freely giving them out to Bonney and the Boa sisters.
It also contrasts the WG with the BBP. The BBP are DF hunters. They have inherited the wills of people from the past who have created powerful DFs. With Teach having 2 DFs and possibly getting a 3rd.
Meanwhile Imu has no DF but a dream so strong that it’s manifestation makes him unstoppable.
