Probably not, and not because of lack of mastery of the Gear.
G5 will always have a degree of hilarity to it, with a few serious moments in it like vs Kaido, or when he stopped Saturn and Kizaru in the giant form. But in general it will be a form where freedom is accentuated and Luffy feels untouchable and creative, hence the carefree laughter.
Still not appropriate in situations where his allies die around him, but all of that is on Oda to rectify if he is aware enough of it being wrong

The point of the laughter is that he's joyful and spreading joy
