In 1125 the VAs tell Saturn that they want to chase Luffy to Elbaf, but Saturn tells them not to bother with Elbaf.
Why?
The giants are Nika worshippers. Luffy reaching them and forming an alliance with them would be a catastrophic scenario. That is, unless the WG already has someone in Elbaf to take care of Luffy.
In the BM flashback, we saw that the WG used Caramel to produce orphans who would join their ranks as marines and members of cipher pol.
We saw she produced John Giant, the first Marine giant. But we are yet to see a giant in Cipher Pol.
I think this has some potential of being the Elbaf villain. The sun god is what Joyboy was. Naturally the WG would be afraid of someone taking up that position in Elbaf. Hence they used an orphaned giant from the lamb house and had him become the new Sun God of Elbaf.
This ensures that the WG has control over Elbaf, despite the country not being a WG allied nation. The pride of the giants would never have them submit to the CDs. So the WG just controls Elbaf from the shadows.
Elbaf has its own Sun God, but that Sun God is secretly doing the WG’s bidding.
Luffy will defeat the fraud Sun god and take his place as the true sun god of elbaf, gaining the allegiance of the giants in the process.
