If Meruem is a 100(pre nuke), how are all the other characters(like Hisoka,Chrollo and co) in compare?

Isn’t that like impossible due to the nen power system? Like yeah you have people like Netero and Meruem who are just godly; but then you have people like Kurapika who’s super strong against certain opponents; but can’t use many of those abilities against anyone else.
