I believe it started on WCI arc with Sanji's family being explained to have modified genes based on the Science his daddy believes on.
Of course people used that to thrash Sanji specially on Wano when his sleeping genes finally wake up making him overly strong in a moment.
And around the same time there was all the speculation about Zoro's being related to Shimotsuki clan(Ryuuma descendent) and people tried to use that to downplay Zoro but they are failling miserably.
First of all let's analyze Sanji's gene downplay.
Sanji's genes downplay is very specific because his genes are not natural. They were scientifically modified to be superior than normal humans. So saying Sanji is being carried by his genes/daddy's science is perfectly natural and true.
Now before talk about Zoro let's see some other examples. For example Luffy.
Luffy has a very interesting family(blood related only). His father is World Most Wanted Criminal and his Granfather is Marine Hero Legend that was as strong as Roger since Roger himself stated that both nearly killed each other many times so their fights or extreme diff either way or most likely draws. So Luffy himself is directly the son and grandson of two big names of current One Piece world. That would make him genetically carried by his Monkey D family. Oh that's right he is also a D. A clan that is being hinted to be very important as natural enemies of Tenryuubito. Another thing to carry Luffy. Not only that he is also a DF power which also alters your DNA. And his DF is from a GOD from Lost Century that everyone is talking about right now. So what is Luffy's achievment? None? Since he is hardly carried by his directly family blood, his D clan blood and his Godly DF DNA.
Now another case to look is Ace. The direct son of Roger(unless Rouge betrayed him which is very possible). At the age of his death 20 years old he wasn't near close to Luffy's current power at the age of 19. Like Luffy he should being carried by his directly family blood and D clan while also being carried by his DF(although not as strong as Luffy's). Then what could justify his failure? Why he died just at the level of post-timeskip Luffy (without G4 of course)?
Let's think about Big Mom now. Her family is not overpowered. She was told(and showed) to be a monster before even eating her DF. So her merits are all hers and no one else to blame. But is that right?
Let's think now about Oden. Pretty similar as Big Mom but he never EVER ate a DF. His merits are all his right? They are?
As some of you know genes doesn't necessarily goes from father/mother to son/daughter. They can be "sleeping" in your DNA and you can pass through generations without ever awaken until without current any explanation a certain generation manages to awaken that gene.
But you should also know that the current believe(theory) is that we all have the same source. We are all dust star. We have all the same ancestral. Human 0.
With that said we can easily says that everyone is carried by DNA. We all share some kind, even if small piece, of the same DNA. So this argument is retarded. We could say that Big Mom is carried by her DNA. She was born a monster. Oden as well. Roger too, maybe he didn't borned a monster but he became one and had genes that allowed him that. So simply saying that you are carried by your family genes doesn't make sense because we all are.
