Many people assume that One Piece is trying to send different messages, from anti-government freedom beliefs to accepting everyone. Unfortunately those things don't exist in the real world, so the true hidden messages are significantly less hopeful.
So what is this hidden agenda that Eiichiro Oda and Shuiesha are pushing?

Okay.. what is neo-imperialism?
neo: a new or revived form of
imperialism: a policy of extending a country's power and influence through diplomacy or military force.
So, obviously Japan used to be unapolegetically imperialist, between the 1890s and 1940s. Much of the nations foundational beliefs were extremely nationalist, and eerily supremacist, as their reason for rapid expansion was mostly caused by belief of racial and idealogical superiority (though race has nothing to do with this thread).
A new imperialist movement is referring to a minority-held set of idealogical beliefs for the country. Recently, Japan has ramped up military spending and militaristic idealogies due to proxy conflicts with North Korea and China (albeit justificably). Many people however do not remember, or were not alive for, the absolute surge that was Japan in the 1970s and 1980s, which saw their economy skyrocket to rival the United States. Unfortunately the 1990s were rough for them, then the 2008 crash, which was all partially faulted on their reliance on the U.S. military, keeping them humble and aware not to poke the bear.
Well this all sums up to a flatlining Japan, with a weak military and plateauing economy by the middle of the 1990s, which happens to be the exact time that One Piece begun serialization...

So, with some level of background information, what part does One Piece play in this imperialist agenda?
If you think about the story of One Piece, it involves and oppressive overpowering "World Government", which could be an obvious caricature of the NATO alliance or the "Western World" in it's entirety. With, our hero, Monkey D. Luffy being this perfect semblance of likeability and kid-friendly idealogical beliefs. His entire journey involves standing against the evil overreaching World Government, note that the Marines is the United States Military, and about inheriting what is his and his peoples (crew).
Even within the lore of the One Piece world, there was once an Ancient Kingdom who stood at equal power to the World Government, before being mercilessly wiped out by this new superpower. Remember that after the fall of the Empire of Japan in the 1940s, the NATO alliance was created by members of the Allied Forces (excluding the commies). Similiarly the World Government was amde up of multiple world powers after they teamed up to defeat the Ancient Kingdom.
Also, the entirety of Wano can be compared to the Chinese existence and how they are an evil that needs to be disposed or that were "born to burn!" With Kaido representing the government of China during the 1930s, which happened to end around 1937 (the same year as a certain event that involved Japan and China).
But, even if this is all true, why would a childrens manga series be used for propaganda.
Yeah, gotta get them while they are young, cause first it becomes "Kids, don't you just love how Luffy is standing up against the evil World Government" then "Kids, YOU can do the same". There is no better way to propagate information than through hidden messaging directed at the most vulnerable and important demographic. With the entirety of the story acting as a way to teach beliefs to children, nothing new and definitely not unique to Japan.
Conclusion:
There is no doubt that FEW Japanese people still believe in an imperialist nation, mostly elderly. But what if the powers that be in Japan understand their weak geographical position, and reliance on foreign nations and exportation of technology and machines, is crippling to the country? That the only way to survive, or grow, as a nation is to reallign with imperialism and prove themselves superior.
