I know this is not official but what if from a chain of command standpoint the grand fleet’s structure is as follows;

Captain:
Straw hat Luffy

Senior Commanders:
Rest of the straw hats

Commanders:
Grand fleet captains

So if Loki joins the straw hats, then he’s Hajrudin’s superior
