So I was re-reading through Oden's flashback, and I got to the point where Oden had joined the Roger Pirates and they set out to embark are looking for the location of Laugh Tale, and something hit me. At one point Roger makes mention that he has hunch as to where a Road Poneglyph might be. This is right after he makes mention that he already took a copy of of Big Mom's Poneglyph. After Roger makes this statement, the Roger Pirates are shown to visit 4 more Islands before they reach Laugh Tale. The first Island they go to is Water 7. The second Island they go to is Fishman Island. The third is Wano, where one of the Road Poneglyphs was, and the Fourth is Zou where another one of the Road Poneglyphs was. After that they made it to Laugh Tale.
However, in between visiting these four Island, the Roger pirates did make one other pit stop, and this was highlighted with just one tiny little panel, that seemed very out of place. The location that they visited happened to be none other than Tequila Wolf. It always struck me as odd as to why Oda placed that panel there, seemingly out of nowhere, but as I took a closer look, I realized something. If you look at the blocks that they slaves are using to build this massive bridge, you'll notice that they are the exact same shape and size as a Poneglyph!
I do not believe this is a mere coincidence on Oda's part, and there has to be some reason as to why Oda decided to shows us Tequila Wolf of all places, during the Roger Pirates panel time of gathering the Road Poneglyphs and reaching Laugh Tale. If my assessment is correct, then it leaves me to believe that the last Road Poneglyph can only be in either one of two places.
1) Still in Tequila Wolf, and actually apart of the Architecture of the Bridge itself.
2) It is in Dragon's possession. We already know that the Revolutionaries had played apart in rescuing Robin from Tequila Wolf, but what were they doing there in the first place? Could it be perhaps because Dragon knew the last Poneglyph was there, and that's why he sent the Revolutionaries there to find it's location Maybe they couldn't find the Poneglyph at first, but have since located it, and now the Revolutionaries are in possession of it.
Regardless, I am fairly certain that either one of these two places holds the final Road Poneglyph. It's either on Tequila Wolf, or with the Revolutionaries.
