Candidates:

1- Oden: Boiling Scars, Toki's story is the most incomplete one, with the strongest DF in existence came to find Luffy, but Ignored, and Oden......both of them could've disappeared and reappeared at same time and hidden themselves

2- Dauglas Bullet: Shiki Like character, if Uta can be, why not he

3: Xebec (possibly knows Laughtale location hints since he wanted world dominion/OnePiece): Whitebeard mentioned his wound ache when he sees Shanks, he never got that wound from Roger, he got it from Xebec later on, Baby shanks was found in Xebec's treasure box

4: Shiki (not sure how he could know about LaughTale): Crocus Samurai hat Friend, his face has some spots

5: Gabban: he was never scarred though
Note: everybody knows Rayleigh's location, nobody is going to ask him about LaughTale though

Luffy parentage and connection to Nika, Roger, the Will of D and the Voice of All Things remains mysteries even now. I don't think that's a coincidence.

I don't think he knows its location or anything of the sort, but it wouldn't be far fetched to say he's interested about it.

Remember that he's the one who saved Robin from Ohara, and that incident still nags away at his mind and perspective on the WG actions. Now that he's a free outlaw (even supposedly allied with BB who likes researching history) he could have started to investigate the Void Century and learn just why dangerous Robin's knowledge is.

Doflamingo was one of the kings of Underworld, didn't know anything about OnePiece or Raftel, or he would've already tried taking it (did know about weapon of Mariejois though)
and BlackBeard too has no such information
what is Kuzan's motives I don't know, but I don't think was involved with people who had such information
