The other being his grandson. Akainu has also stepped to the goursei and quickly put in his place. We see in the recent chapter why he didn't have the urge to turn the room into un-coolable soup.
Aokiji has left the marines but might be a secret agent of sword. Let's talk about sword. Sword is a group of marines that operate as a unit but have resigned from the marines. If I was a dictator or immortal buzz kill psycho I would be worried about a group of powerful marines that have resigned. We have no indication that the goursei or imu know about SWORD if they did it's reasonable that they would have contacted Drake or he would have dome mission from the elders about the poneglyphs. In fact that either proves that Aokiji is not a part of sword or the gourei don't know about sword.
MY THEORY.
At some point Garp or someone else started sword as kind of double agents. To fight against the pirates but if the case arrived to take down the world nobles. In essence the revolutionary army has inside men. Garp in fact said that Koby was the future of the marines but if he has resigned from the marines how can he be the future. So there must be a group of sword members who are secret sword members. Because Koby has a rank. Other sword members have bounties. Kizaru straight up bodied Drake when he saw him so we can assume that he is not privy to SWORD where kuzan is.
Blackbeards goal is to become recognized by the WG as a king. Depending on how powerful he is the WG might(wether it be a trick or not) oblige him. So the final war will be luffy and his forces + revolutionary army+ Sword against the marines and WG.
We still don't know where shanks lies in this but we do know he told his crew he wants to be pirate king. As it is now it would he one yonkou(Luffy) and his massive forces against another Yonkou(BB) and the way more equipped WG. The idea of traitors has been highlighted as of the last 3 or 4 arcs. Really all of postimeskip.
Garp would never condone saving the world nobles while they were hunting and killing an entire civilization. Maybe he did it without previous knowledge and the latest was the catalyst for creating sword. He even kinda raised Ace who Roger was certain was joyboy.
Shanks and his crew would fight his father and the knights. While shanks and his Rouge gang of neerdowells might be pirates they've allways had a regal air to them. Making them perfect in this parallel of midevil knights vs crusaders. Leaving Luffy's crew to do what they always have and fight the marines + pirates standing in their way. I was thinking that yonkou crocodile would stay neutral but he loves killing marines and people of the wg. That leaves another possibility that Shanks is a rat and we get the Shanks vs Mihawk clash we always wanted. This scenario also gives Luffy the chance to fight shanks and his crew.
Whatever the case I don't see the entire pirate world banding against the WG. That too potc 3 for me to see. (Even though I love potc3)
That still doesn't answer the question why Xebeck was so important as to have three future Yonkou in his crew and why Roger was the one who defeated him. There's more to it thst meets the eye. Whitebeard was looking for a family, big mom wanted to create a paradise for all people and be pirate king, kaidou wanted revenge against the world and the WG. If Xebeck was evil on evil basis alone why would they follow him. Surely not because of strenght alone.
Maybe Xebeck was in danger of messing up Garps plan. Would Sengoku support a plan to overthrow the Government? Is that why he wanted Garps apprentice to be FleetAdmiral? And what of Kuma he has been a king a pirate a revolutionary a shichbukai and a slave to the WG. When he sends things flying they don't create craters instead a paw print pattern on the ground. What if it was his df that originally sent the poneglyphs flying. Maybe the last poneglphy is at the home of the celestial dragons?? Maybe maybe not but if he knew where it was he could send it to the world below. Its all speculation but that would make One Piece hype again.
