buggy dupes people , the only reason people follow buggy is cause they think he is some great pirate

he doesnt make people follow him due to his charisma like luffy does ( who is painfully honest )
he tricks them and does not give a flying fuck abt his subordinates
buggy's ' charisma ' is fake

no conqueror will look as pathetic as buggy , they are literally portrayed as someone with unfaltering will who obv wont lick someone's boots just to not get killed

The first time he was just testing luffy eventually giving up after vista. After finding out he had conquerors he was going for the kill

how was the reaction any different ?

the 1st time he was legit seeing whether luffy will survive his blackblade or not
mihawk has always sliced luffy for the intent to kill

this is quite literally going for the kill with what luffy predicted

cutting both of luffy's hands will def kill him

mihawk doesnt care abt what abilities luffy had

mihawk was quite literally testing luffy’s plot armour by going against his fate
Whether luffy will somehow survive an opponent who is immensely stronger than him
Just cause due to fate luffy has to be alive

And then comes vista , the wb pirate who saves luffy from this inevitable death
And mihawk arrives to the conclusion that luffy possesses the ability of making people help him
And somehow fate saved luffy from getting killed as he thought

conclusion : the ability mihawk talked about is something every conqueror possesses
