What if Doflamingo is next in line to get an invitation? If Boa is 1.65B and Crocodile 1.96B then Doffy should be around 2.0-2.3B this time around. He is a world noble by blood, he is very well informed, he is ruthless and he is in a very bad spot - either he accepts an invitation or he gets assassinated in Impel Down. I think he, unlike Loki, accepts. I always saw him as a new Cross Guild member but Holy Knight would fit him as well. He may still hate the WG but he knows when to fold and be smart as shown against Kaido and Aokiji.
