Only the strongest remain, each crew/group will have at least 1 conqueror's haki user, so far the Strawhats have the edge if we ignore games.
Strawhats
Luffy and Zoro, Usopp and Nami have CoC gags, Toei might have hinted that Jinbei has it, n°4 for reasons.
Cross Guild
Not confirmed, Mihawk and Crocodile. Croco has talked shit to most conquerors in the story.
RHP
Shanks, Ben Beckman has AdCoC in gacha games.
BBP
Not confirmed, BB and Shiryu to parallel Shanks and Ben.
Marines
Con D. Oriano
Not confirmed, Akainu and maybe Fuji? And maybe Coby.
Revos
Dragon and maybe Sabo, idk about Kuma.
Gorosei
?
Idk if I missed any group, maybe the giants in Elbaf have a conqueror.

Imo Crocodile has a much higher chance of getting it than sanji.

If you’ve noticed, having conqueror’s is highly correlated with having a strong crew. Crocodile is effectively co-captain of a yonko crew. Baroque works was also stronger than almost all supernova crews.

That's why I included him, every faction will have at least 1 CoC user, some will have 2.
Even though he's Co-leader of Cross Guild he's like Mihawk's Ben Beckman.

Garp and Dragon must have Coc Haki as their Grandson/Son, Luffy does has it.

How the heck Garp can go toe to toe with the Pirate King Roger and almost kill each other without having Coc haki, just imagin Luffy without Coc haki goes against Kaido, most likely is any Luffy attack wouldn't do anything or zero damage again that Bull Gorilla Drunk Addict Crybabe Oni Orc Leg-day skipper Yonko!

Dragon wouldn't posses big threat to WG and having strong followers without Coc Haki. I guess all of the trio sworn brothers, which is including Sabo, the Flame Emperor got Coc haki too.

Last SH getting it is Sanji. However I think he'll use CoC differently to Luffy and Zoro.

Croc may get it.
Dragon already has it
So does Garp
Sabo possibly....tho its lame cause their isnt a need
