Enel is a top 3 villain in One Piece imo.

Him, Sir Crocodile and Donquixote Doflamingo make up that top 3 imo.



Skypiea is a top 2 arc as well, along with Alabasta imo, and most likely a blueprint for the final arc.

I a long believer in the theory that heroes (mainy some of the main characters) and the villains are a shaved down version of the final arc heroes and villains, like oda building it up since east blue basiacly.

Enel is unique in the Villain line up cause he clearly seems to be the shaved down of Imu, like he is believing in his own hype as opposed to other villains which all exclusivly were all defeated in the story prior to Luffy, i think Enel is the only villain who never suffered a defeat prior to Luffy

Only villian Luffy couldnยดt break his dream.
The only Villian who was directly up after getting hit by Luffy strongest move.
We will never receive a villian like him again.
Magellan,Akainu and few others come close but Enel portrayal was something different.

I hope he does the same with Imu but I fear he wont.

I have good hopes for Imu most of Oda's best villains are the narcissistic holier than tho types (Doflamingo, Enel,) So Oda definitely has the recipe to make Imu a top tier villain and I think so far hes doing a pretty good job, but let's hope he continues cooking low n slow cause if he rushes imu and gives us a subpar back story for its main overarching villian one piece won't recover from that
