I think it will be the North Pole because of Buggy, and because the North Pole should be connected by the East Blue and North Blue, making it very thematic to have Law and Luffy go to it. Having Luffy journey back through the East Blue to visit Laugh Tale, and the Law through the North Blue, would feel very... cozy. I like it.
Laugh Tale is entered by cracking the ice in either the North or South Blue. If Laugh Tale is in Inner Earth, as many theorize, then your first need to crack the ice to find the path that leads to Laugh Tale. Don Chinjao piercing the ice to hide his treasure, before being stopped by Garp, foreshadows Roger piercing the ice to reach Laugh Tale and surpass Garp's legacy.
Haki "Transcends" all, because you need Roger level Haki to open the ice sheet hiding Laugh Tale (probably created by Kuzan's Awakened predecessor).
Like with Don Chinjao's treasure in the Ice Continent, the entrance to Laugh Tale will reseal itself quickly, making it so only people who can use that level of Haki can freely come and go to the island.
Since we've seen Lulusia get knocked into the sea floor by what we presume is Uranus, I wouldn't be surprised if Laugh Tale is another island like Lulusia that got Uranus'd into Inner Earth/the Sea Floor.

Even if Chinjao wouldn't have brought this up at first, knowing that Luffy wants to become King of the Pirates, and having rejected piracy, I truly believe that if Don Chinjao DID know of Laugh Tale's existence, he would have told Luffy after the Straw Hats rescued him and his family from Sugar.
Based on this evidence, I think we can safely say that the entrance to Laugh Tale is located in the North Pole, and requires Roger level Haki to open.
The funniest part about this? The North Pole is canonically filled with Kraken.
We know this because Surume, hero of Fish-Man Island, was stolen from his home in the North Pole by... Hody Jones (LOL HE GOT SO CLOSE, BUT SOOOOOOOOOOOOOOO FAR).
Surume, who helped the Straw Hats enter the New World, will help them leave the New World to go to Laugh Tale.

Most likely there's a sea under the Ice of the North Pole, and navigating that sea leads to the island of Laughtale.
