if someone like law can be defeated by a kurozu (and my assumption a quake punch combo) why are you willing to just jump the gun and say since bb doesn't have it when he was strong enough to permanently scar shanks and that was before his df power up? Didn't shanks also say he was on guard?

Blackbeard has a unique bloodline, likely even a Buccaneer which is a super powered race. Blackbeard hasn’t shown a hint of CoC despite how influential he’s been in the series. He’s been seen for decades, he’s had plenty of time to showcase CoC, but never did.
At this point the only Admiral who will have CoC is Fujitora because he’ll need it to match the power levels of the others.
