Its an inconsistency. Mihawk, arguably, has the best observation haki. He was able to see far into the future and determine that he would be in a stalemate with vista for so long that the war would be over. If even he didnt notice Laffitte then its just an oversight by oda.

Iirc CoO killing is a sub-branch of CoC, so I doubt Lafitte has it.

Honestly I think Lafitte is a very skilled fighter, but rather than having a super haki ability he likely has a unique hypnosis ability that makes fighting him hard rather than makes him stronger.
