I'll get to the point directly. Loki has a fruit which makes dreams into nightmares.
Everybody that joins the Strawhats has a dream. Luffy/Nika/Joyboy makes their dreams come true, he brings joy.
In last chapter they made the resemblance of Loki with Oars, they are around the same height. In thrillerbark we did not only meet Oars, we also got introduced to nightmare Luffy. This is a forshadowing for what will happen in Elbaph.
The storyteller said people should not wander to long in Elbaph, because something bad will happen. It's because the dreams will be turned into nightmares. How the devilfruit works excatly, I'm not sure. But I think it can create good dreams in the right hands and bad dreams in the wrong ones. That's why Luffy has to beat the fake Nika/Loki.
This is also Ussop's arc. He wants to become a brave warrior of the sea. He will have to face his fears and nightmares. His dream will come true this arc!
