Rocks D. Xebec hosted the first World Strongest Tournament so he can recruit a new strong member and ultimately Whitebeard won.
Roger couldn't participate at the time because he was busy running around doing some free man shit and adventuring painting lion faces and shit.
Garp heard that Roger was on a certain island and went and chased after him and couldn't participate as well.
A few decades later Whitebeard was inspired with his former captain's idea and hosted the 2nd World Strongest Tournament.
Since the World's Strongest Man title is already taken Whitebeard decided to spice it up and Made it a tournament for swordsman.
Pirates, Marines, Bounty Hunters, Civilians and all times of people went and competed on the said tournament.
The final 4 of the tournament are;
Shanks - RP member and a pirating superstar
Mihawk - A swordsman who's dream is to be the strongest and currently labelled Marine Hunter because he goes arounf challenging everybody
Akainu - Rear Admiral/Vice Admiral at the time and a spy for the marines to gauge the strength of the pirate and to hopefully sabotage the event and kill everybody
Vista - Hometeam pick WB strongest swordsman everybody thought he would win
Shanks shockingly beat Vista in the semifinals and everyone was heated but whitebeard just laughs it off.
Mihawk embarrassed Akainu in the semifinals to the point that Akainu's hatred towards pirates and outlaws peaked and he used it as a motivation to work hard and reach the admiral position and be rewarded with the Magma fruit in the future.
Shanks and Mihawk faced off in the finals and the battle lasted for days. Huge slashes and clashes all around the stage and insane level of haki was being exuded from their swords. After a long close battle Mihawk finally pulled it off and won the Strongest Swordsman Title.
World's strongest Creature isn't a real title.
Akainu used to be a swordsman and have a tattoo of a sword on his body but after a crushing defeat to Mihawk he was so full of hatred that he changed his fighting style and puts his sword down. Ever since then he created and followed his own form of justice and rose to be an admiral.
