It seems that Oda is still going on with his plan of reinserting pre TS characters now. Usually when arcs are done the characters are not really brought back. This theme of bringing old characters back does throw a wrench on how characters are seen in the manga by the fans and it throws the conventional power scaling approach of a shonen completely out of the window. Crocodile is one of the few characters that has been brought back but for him the situation is slightly different as he was reintroduced back in pre TS at MF and hence the retcon happened pre TS. But even so his reintroduction with CG and his high bounty indicate that that was not the extent of his power creep. Seeing this some of the Doffybros here also think that Doffy should also get the same treatment.
Of the characters being reintroduced we have Bellamy, Crocodile, CP9 and now the Giants. There are obviously some characters that people think will be reintroduced like Enel. Bellamy fit in the DR arc was not that good imo, however, Crocodile reintroduction and CP9/Rob Lucci reintroduction has been pretty well received by majority of the fans imo.
The problem though is that Oda has himself acknowledged the power creep or that the characters were weaker pre TS and now are stronger, case in point, Lucci saying that Luffy is not the only who has got stronger as he showed off his awakening. We can also see this in the Zoro and Kaku fight. So how do we reconcile this because now we have Broggy one shotting a *** with a no named attack/swing. While pre TS they were getting defeated by the likes of Mr.3, of course it was not a 1v1 but Mr.3 really handled them, something that we would not expect someone of Mr.3s level being able to do now against the Giants.
Another thing is that throughout the story we have been told that New World is where only the strong can survive and why the first half is called Paradies compared to the second half.
I think it is just Oda compensating for the fact that the manga has gone on way longer than he anticipated and the characters that he really wanted to be a part of the story are being brought back now even though they already did their part earlier.
We can only guess which characters will get reintroduced now, personally I would like Enel and Wyper to be reintroduced along with Magellan. I don't expect the likes of Captain Kuro, Don Kreig and Arlong to make a comeback.
