By the EoS, this issue needs to be resolved. While this isn’t the ultimate solution, I believe a big step forward for Dragon could be to gain the allegiance of the underworld kings.
We know Du Feld specifically is very rich, having funded MADs. Perhaps his son or someone from his family could fund Dragon.
As for the others, they could offer him valuable services that would greatly boost his cause.
Morgans could spread his propaganda
Umit and Giberson could help Dragon buy and store weapons.
Overall, I feel like gaining the alliance of the underworld kings would be a major step into turning the revos into a threat capable of challenging the WG.
