Xebec himself reigning as King of the seas, then Roger and Garp disrupted that 38 years ago, with Roger ruling the seas ...not for long until WB and Shiki , former rocks caught up to him. WB being co-Top 1
All 3 ruled the seas with Roger being the King of the seas thus the Era was named after Roger.
After his death, WB took over as Main Man, with 2 other former Rocks, BM and Kaido catching up up to WB death, the current number 1 is Rocks former pirate.

God Valley incident ( Roger and Garp vs Rocks), the last War of Rocks Era
Edd War (Roger vs Shiki) , the greatest war of Roger (Golden) Era
Marineford War ( Navy vs WB), the last and greatest war of Great Pirate Era,
Wano War (WorstGen vs Kaido and BM), will be the greatest war ever, Worst gen Era.
Shanks is like Roger, making it impossible for Rocks to totally rule with iron fist ...even tho Shanks is weaker than the Rocks Trio, he has been maintaining world balance.
