They increased their lvl insanely quick compared to any other character in the series since they are from the same generation as the MC and his crew.
How are they overrated?
Apoo isn't oneshot material for any of the roof.
Bege tanked several hits from a sane BM. O-Lin put to sleep for some seconds-minutes Queen in his most durable form. None aside her did something to him during the party.
Nerfed Killer put to sleep nerfed Zoro though he fell the first.
Drake was portrayed alongside Zoro despite not using Haki and prets he was clearly above him and Killer.
You don't know if Urouge was injured like that because of Snack or Cracker, it might be the latter.
Kidd has the same physical strength as Luffy despite lacking an arm and has similar attack potency to Luffy G4 (without Adv CoA).
Law is Law, his fruit is op.

I think some people give too much importance to supernovas when they were not even originally intended by Oda. It was his editor who suggested that he create them in Shabondy. That's why they don't have so many exploits that Luffy the author doesn't focus much on them.
After, of course, some are more important than others, in particular Law for his history with Corazon, his devil fruit and the fact that he is part of the D Xdrake for his history with the navy, his link with Doflamingo etc ...
Bonney the same for her past with the government, her link with Kuma, Blackbeard It's so that when I see people expecting a lot from Kid, I ask myself questions, which is not expected by Oda at the base, don't ask him too much

They're all had very short pirating careers comparatively speaking to the other pirates roaming all over the world, yet they're one of the most powerful groups to exsist.
That's what makes them such a threat. Rapid speed of growth/ progression. They're unpredictable and strong.
Worst gen as a whole stand as the strongest characters in OP after the certified top tiers, even if you exclude the likes of Black Beard.
