Maybe they want, but Zoro is no rival of Luffy, he is an absolute companion. Characters like Zoro make the great and Special difference between the Mangas. While Goku and Naruto are way above everyone else and are the absolute Focus, despite of their rival, in One Piece the whole Crew has Kind of a Focus. Not that much like Luffy, but they have a Focus and they are extremely relevant for Luffy and the Manga. So while Dragonballl is a Manga/Anime about Goku and Naruto is about... yeah the Name says it, is One Piece about the Strawhats, Luffy and his Crew.
