As we’ve seen, Urek has the habit of stating percentages when using his power. Those refer to the amount of Shinsu Reinforcement he’s using.
For this thread, I’ll try to make a comprehensive list of all Urek’s feats for each percentage of power used. Afterwards, I’d like to hear your opinion on how the different leagues of High Rankers we’ve seen so far compare.
For every percentage, I’ll use three different categories: attack power, durability/defence, and speed/reactions. I'll post the panel evidence for each feat.

Purely shown at the Floor of Death against Karaka - Season 2, Chapters 246 and 247.

Here, there’s just one confirmed feat he has, and it happens at the Floor of Death - Season 2, Chapter 246.
However, there’s room to argue that he initially used 5% against Luslec (Season 3 Chapter 182). There was some fighting before Urek decided to kick things up a notch by going 10% (5). Moreover, considering the patterns of his percentages (all of them minus 1% being multiples of 5, and his percentage increases never being less than 4-5% so far), it’s even more likely that Urek was around that level of power at the start of that fight. Nevertheless, as it’s not confirmed, I’m going to put a “*” to all the feats related to the Luslec fight.

He used it at the FoD against Hell Joe, with external Shinsu limitations due to the Zero Area - Season 2 Chapters 252, 253 and 254 - and momentarily against Luslec - Season 3 Chapter 182.

Attack Power
- With a thrust of his index finger, he’s capable of creating a shockwave that pulverizes a good chunk of Karaka’s body through a World of Darkness Baang. Furthermore, this shockwave doesn't stop at Karaka; it continues its trajectory as if nothing happened, destroying a huge area behind the Slayer (1).
- Karaka is stated by Fucile to be over the level of Division Commander High Rankers (2).
- His Shinsu Barriers are strong enough to withstand the shockwave of his index finger movement (3).
- His body can withstand Karaka’s Self-Destruct (whole-body) without suffering a single scratch (4).
- The shockwave product of his index finger is way too fast for Karaka to react to. It takes him some instants to realize he's been pierced through his WoD Baang (1).

- *His kick is dodged/made useless by Dark Mode Luslec’s spells (6).
- Tanks Karaka’s WoD Technique (Black Goral’s Hornwhip) without taking damage (7).
- *His Shinsu Barrier is powerful enough to block Luslec’s Dark Twist attack (8).
- Said attack is powerful enough to make the likes of Jinsung, Khel Hellam and Garnak run away from the vicinity immediately, even when they aren’t the target (9).
- *Reacts to and dodges Dark Twist Luslec’s Bloom Spell, managing to close the distance on him through the attack (10).
- *Dodges Dark Twist Luslec’s Bog Arum Bloom spell attacks and emerges unharmed through the explosion (11).
- Said attack forces Jinsung, Khel Hellam and Garnak to run even further away than the initial Dark Twist attack (12).

Attack Power
- The sheer shockwave of his fist being swung into the air is so powerful that it can split part of the sea of the Floor of Death, causing a tsunami and an explosion that completely dwarfs a mountain range. This move leaves Hell Joe speechless (13).
- With just a snap of his fingers, he can create a shockwave capable of dismantling Hell Joe’s Crimson Disaster attack (14).
- With just a few hits, he can incapacitate a strengthened Hell Joe (Transformation + Blood Messiah Shinsu Absorption) in an instant, while claiming he cannot hit him too hard (15).
- With just one small Baang, he’s able to easily crush the Red Thryssa (who was about to self-destruct) and destroy an enormous area (16).
- His kick is still dodged/made useless by Dark Twist Luslec's spells (17).
- Tanks strengthened Hell Joe’s beam attack to the face without taking any damage (18).
- Tanks a barrage of attacks from strengthened Hell Joe without taking any damage. He was only pushed back because he was pretending (19).

Used against Luslec momentarily - Season 3, Chapter 182.
Attack Power
- His kick can make Dark Twist Luslec stumble for some moments, albeit it doesn’t cause any significant damage (21).
- Urek says that this kick would have blown the head out of everyone else pretty much, praising how sturdy Luslec is (22).
- Withstands Luslec’s Floral Butterfly Piercing Technique and then a barrage of punches that push him back a bit. Nonetheless, he takes no significant damage afterwards (23).

Used against Luslec - Season 3, Chapters 182 and 183.
Attack Power
- His sprint charge instantly wipes part of Luslec’s dark cloak, and destroys his dark spell: Flower Schantar’s Thristle (25).
- Easily destroys Luslec’s Ghost Orchid with his bare hands, which is said to be a special lethal move of his (26).
- One-sidedly pushes back Luslec in CQC, albeit the latter isn’t going all-out and adjusting his strength (27).
- Withstands for a good while Luslec’s Infinite Resentment: Schantar’s Thristle, and later on Death March of the Schantar’s Thristle, with only taking minor superficial damage. In the end, he isn't shown with any significant injury (28).

So far, he’s only used this amount of power in his right arm against Luslec - Season 3 Chapter 183.
Attack Power
- His Gorgon Fist attack completely wipes Luslec’s Death March of the Schantar’s Thristle (29).
- No shown feats in this regard yet, but he should be a cut more durable than his 25% state.
- No shown feats in this regard yet, but he should be a cut faster than his 25% state.
