Elbaf is the last real chance for Oda to bring Usopp's character around. I still have hope that it will be pulled off well but we must temper our expectations knowing what can happen otherwise.

1) The main fight wont need be as long as wano main fight. Onigashima is so long because needed make Kaido defeat plausible
2) Wano is the japanese arc, so Oda wanted to put several elements of japanese culture and that make the arc still more longer
