Luffy is a ridiculously reckless fighter, there's no way he'd hold his Haki usage back against top tiers. He might try to limit HOW MUCH he uses, but, no, he's putting CoA and CoC into every punch when he's in Gear 5 now.

Gear 4 is full CoA coating, Gear 5 is full CoC coating on top of that.
