If you visit the Vivre Card and read about the Doflamingo executives, you’ll find a short delineation of their past and childhood, how they ended up in the Doflamingo family.

All except Vergo and Pica. Their childhoods are not described in any

I’ve written on how Vergo was the original Germa, the first and original cloning subject that escaped. This we could pretty much tell going into Whole Cake Island https://worstgen.alwaysdata.net/for...al-germa-that-escaped.7656/page-2#post-747699

For Vergo there is a reason he is obviously holding back on that information for a later reveal, and the same goes for Pica. There’s something mysterious about Pica and his past and I’m anxious to know what that is

Doffy used to live in Mariejois, above the Red Line right?
Imo the two met when kid Pica accidentally fused himself with the whole Red Line and his power interested Doffy so much.

It wasn't told by Oda because the fusing thing will repeat again in the future, thus revealing it would be spoiler.

Red Line Pica for EOS. I can see it already: Vergo saving Doffy and Pica from prison, then they team up to destroy the symbol of the world, Mariegeoise, on the 5th of November to herald a new dawn

In the vivre card it said the four of them (Trebol, Pica, Diamante and Vergo) met “by chance”, ie there’s nothing to indicate that Trebol in the past was actively looking up children with potential or anything like that. They just happened to meet, same way they just happened upon Doffy and found his story of great interest
